Making counties?

Hi all I'm from the UK and we have counties with villages and small towns in them, I was wondering could I make a county work on theotown?
Any opinions thanks.

Hmmm, I think for this suggestion, countryside/village-themed buildings should somewhat be vary, because... I dunno
