Possible? Certainly.
But not only would it be a lot of work, it would also entail a separate entry to the menu for every single letter. I don't think that we would want that.

I like the idea, but I think two rotations is sufficient enough.

But maybe a separate category "letters" could be added besides parks, decorations etc. so that it not litters another menu with loads of new entries.

I work rather have two different letter rotations (even if it doesn't rotate at all) than only one rotation. Plus adding all four rotations would multiply the amount of textures used for this IAP by four and I don't know if that's really practical.

It already reads backward when rotated 180°. Rotating the letters in place would not change that.

I just want the letters to face South and West. I don't care if they look weird in map rotation.

That's not entirely true.
