It could be helpful if we could enable or disable refunds on a plug-in. Maybe it could be:

Set the price at 0 and put all the functionality you can in an upgrade.

True, but this would be a lot more convenient and useful for balancing. Plus that doesn't apply very well to everything, like naturally spawning decorations for example.
