Hi, new to this game and it's awesome with responsive dev team.
Here is my suggestion to have policy/ordinance like sc4, which introduce scalable monthly cost and affect the rating and influence of city. This is the idea from other game:

My ideas:
# home schooling
Reduce elementary school need and increase education rating
# apprenticeship/vocational schooling
Reduce high school need and increase education rating
# school bus subsidiary
Increase school influence radius
# health awareness campaign
Reduce hospital need and increase health rating
# voluntary neighborhood watch
Increase police influence radius and rating
# emergency response hotline
Increase firestation influence radius and rating
# sportclub membership
Introduce local football club after having stadium buildings and increase influence radius and rating
If we could divide vehicle type into: private vehicle, heavy vehicle, public vehicle. Then we could have below for traffic and transport:
# car pooling incentive
Reduce private vehicle
# park n ride
Reduce private vehicle and increase public vehicle
# truck traffic management
Reduce heavy vehicle
Some industry specific:
# farmer subsidiaries
Promote farm industry demand
# trade agreement
Promote harbour demand
The list could goes on for all the rating, RCI buildings, public buildings, traffic, and etc...
We could make these policy specific for certain T, TT, TTT only. Afterall these are for macromanagement enhancement (not micro style that need through buildings of buildings), so we could influence the city's development not just through placement of building but also policy enactment.

Yeah, I want to try it with upgrades but too complicated and time consuming. But, it would be great for the game.
