subsidies/ tax incentives (suggestion)

I think that there should be a way to have more control on demand in your cities. This could be implemented by a simple conversion of the tax system, by lowering taxes for a certain economic group, more people will be motivated to move up classes/build larger commercial buildings. Another way to do this is by adding a subsidy system where you can add "subsidies" to certain class groups, applying to commercial and imdustrial buildings, for a significant portion of a wealthy government's tax money, drastically increase demand for a certain class. Either of these would add a way to have more control of your economy, like a real government.
