I think it was Fire Dept helipad, it appears as normal helipad with faded building at rankup, it's an upgrade.

The standalone helipads are plugins. There is also a standalone helipad in the Christmas tree iap. When opening presents, there is a chance of a helipad with the red helicopter spawning.

I don't know how to use plug ins do I need them? I think it is the fire station I see it has a helipad on top of it.
