For those who don't know, I am the president on the Independent States of Kiev. So for anyone who wants diplomats to visit them download this plugin. I will also eventually make Diplomatic Vehicles that drive arround your city. You also get a diddy flag for your city. Coming soon will be the Kiev Secret Service HQ.
