Disaster management

When a disaster happen, everything is way too easy... there should be a system that allow to prevent and rescue during à disaster... there could be a sismograph ( inform player about earthquake before it happen ) , meteo station ( inform the player about flood and tornado before it appear ) space radar ( inform the player about UFO and comet before it appear ) ... now, you are prepared, you know wich and where the disaster will happen, you must evacuate peoples in the range to a shelters ( well, kinda like cities skylines ) to prevent them from dying. After the disaster happened, you have 1 last thing to do, with a new building, you send helicopters and rescue to save peoples, it would need a brand new emergency service but would benefit lot the roleplay and city management ( would be optionnal )

Disasters should be unpredictable so that the destruction will be random, and you can already control what type of disaster you want to put in game so its predictable when you want it too...

possible earthquakes can be detected studying the solar activity due the solar gravity interferes with the tectonic plates, so just can be issued warnings of possible earthquakes that may occur in a near future
