District system

This system would be like in Cities:Skylines, like each district can focus on things like industrialism, etc. And there would be option to turn off entire district's power and/or water.
P.s can less thing from plugin be added to actual game? Because if game will be going in that side, soon plugins will be useless.

Hi,
Such things are not planned to be added in the game.
Also, making plugins official will make players consume less plugin texture space, so it means that it will help them to get more plugins. So it is better.
