Sea Barrier Plugin

Hey, everyone!
I've recently uploaded a sea barrier plugin into my game, but I wonder whether the sea barrier could really protect the [added-sea barrier land] from floods, because most of my country-administrative-building are built above a land in the middle of a huge [ocean/sea?], could anyone please answer?
[Because I dont really wanna rip off my country's administrative zone, HEHE]
