Create other city in region

Hi, I have problem with my region. I have add my city to region (see attached, my city on yellow circle). How to I create other city in red circle on attachment?

You need to have enough regional population to unlock the cities. I would suggest you move your city to the "flatearth" region as the tiles there are unlocked by default.
