Yes, there's a lot of water and farming zone in your map, >50% I assume.
Look at
Careote, it has over 100,000 people
Another thing is, that no matter what you do, there will be a limit for every map size. I actually don't know what the limit is for huge maps, but I'm sure it won't take long till somebody finds out.
Just a note: Higher level buildings support much less people per tile so maybe for huge population it's more useful to not let people upgrade to level 3. But I didn't test it.

No, you shouldn't. Because every city we create has its history, and that shouldn't be forgotten. So it's best to keep it as a memory
