Thanks for the hints.
You built parks berby commercial areas? i thought it would have no effect on those buildings?
i am sure i will try to set the €-tax to zero, soon. Till now i tried it the other way around. Setting high taxes for € an lower taxes for €€ and €€€, to make sure the €€ and €€€ people have enough space to built beatiful skyscrapers....

Used my heavy duty industrials and higher taxes to get it in the green. Gridlock, but still moving in many places.

Yes.
Toiiol's population doesn't move by itself. The taxes are high to stay even slightly in the green. Toiiol doesn't grow by itself anymore unless I remove a bunch of industrials, wait for a population drop and then replace. Then the population will incresse higher.
