It is an apartment supplied by the Korea Land and Housing Corporation (LH) in Korea for the welfare of the people.
This apartment was supplied from the 1980s to the 1990s.
(I've written a translator and it can be unnatural for me to write a sentence.)

Green on the roof is waterproof paint. Many buildings in Korea use green paint in the roof
