Are textures copyrighted?

Say a plugin creator finds in an image that has the texture he needed for a certain graphic, and wants to use it. If the image is copyrighted, can the creator still use it without asking for permission?

No you must ask permission and credit to the owner that you want to reuse

without asking first. Anything else requires permission.
About Google images, no, you can't use them until the original website of the texture says it's free. There are a few websites that distribute free graphics for games.

You are allowed to use FTU content as long as you credit the owner
You are allowed to use copyrighted content as long as the owner allow you to use it . If you are using copyrighted content and post it , a proof is needed ( eg screenshot )
You are not allowed to use copyrighted content without autorisation
Same goes for texture , any questions ?
About plugins , if nothing is wrote ( if you don’t see the free thing ) , then you ain’t allowed to modify it without original author permission .
