To make it more convenient for the player. You cannot place wires on zones without removing them, so that wouldn't be a great experience.
Just think of it as in zones there are already wires under the earth (that's what you pay for).

I like this feature, not having to add wires on top of empty zones.
Personally it would be even more handy (for me) to add water-pipes and underground wires into roads, because I always place my water pipes directly underneath my roads at the moment...

I dont do that. I place them on seperate places.

Guys, wires under zones aren't visible, so we can place pipes wherever we want. Does it make sense that you mix water pipes with underground wires? I guess not
