This is the Cabinet of Ministers of the Republic of Latvia, which was dedicated to the 106th anniversary of Latvia's independence. The plugin was posted on my DS server on November 18th. Thank you for your help Town Builder Pro!
The construction of the building was initiated by the President of Latvia, Kārlis Ulmanis. It was built on the site of the former old Senate and Courthouse building (Miertiešu sapulces nams). Ravelin Square and Mazais Vērmanes dārzs were built over. The competition for the building project was won by Aleksandrs Klinklāvs, but the author of the final construction plan was Frīdrihs Skujiņš. The project was adopted at a meeting of the Cabinet of Ministers on September 29, 1936.
The foundation stone of the building was laid on December 4, 1936 by the Latvian Minister of War Jānis Balodis, the foundation stone laying ceremony was opened by the Latvian Minister of Justice Hermanis Apsītis, and representatives of the justice departments from Lithuania and Estonia also participated in the ceremony. A stone and a parchment roll donated by representatives of the Estonian Minister of Justice were laid in the foundation. The first phase of construction of the building took place from 1936 to 1938 under the leadership of the contractor M. Vaitnieks.
From 1938 to 1940, the Palace of Justice housed the Ministry of Justice together with its departments, the Senate of Latvia, the Chamber of Justice, the Council of Sworn Advocates, the Institute of Scientific Forensic Expertise and the Riga Land Registry Department. The number of courtrooms, offices and office spaces in the Palace of Justice reached 130. The Senate operated on the second floor of the building until 1940. In the Senate Hall there is an inscription by Kārlis Ulmanis: "One law — one justice for all!".
