Inspired by the slum areas scattered around Metro Manila in the Philippines. Slum zones spawn compact and dense low-grade residential zones with no water and electricity consumption.

-Added commercial $ fishing boats (3 workers)

Water Slum zones spawn compact and dense low-grade residential zones with no water and electricity consumption. Water slums does not require road access unlike regular slum zones. In order to construct them, just build a land area in water and create a Water Slum Zone on it. (This is a creative workaround since water slum zones could not effectively spawn on water tiles due to the game file limitations.)
