I need some help with the Military Base Feature

After i buy the Military Base feature with 320 gems, UFO's will attack automatically my town or my city will still be safe?

Building rocket launchers will invite UFO attacks randomly. Building missile silos will also invite random missile events.

So if i make a military base without rocket launchers no UFO will attack my city?

Thank you for the reply. I will buy the military pack and i will not build missile launchers and missile silos. Just normal military bases.
