How do I make a "high up" road?

My city has 2 highways which intersect. I'd like one of the highways to be elevated along its whole length (ie not just a bridge).

I assume this has something to do with the arrows on the top right when I'm building the highway, but I can't get them to do anything!

So I have the regular "flat" highway; the other highway is currently an expressway and I'm trying to convert it... How do I do that? Thanks!

There is like a bridge button

I can't get it to work, though! So I select highway, and then click the bridge button, click where I want the bridge to start and end, and expect a bridge... But I just get flat highway.

I must be doing something dumb!

To start a segment up high and not on ground level, press the green arrow. Then select an empty ground space. Then select an ending space that is slso empty..

Some roads can go up many levels, especially plugin ones. To connect to it, choose a road to connect to it and press the bridge up button until the road is in focus. If there is a green spot at the bottom, then it can connect there.
