[Fixed] No police available

I made it to second upgrade and the police icon at the top is missing. I can't place a police station and I get get my population up because of it. I'm I just not finding the icon?

Maybe the requirements needed is not enough?

They were demanding police I had 2000 inhabitants.fireman was all ready unlocked. :/

I believe level 2. I was upgraded at 300 pop and that's when I got fire station. But I also got an upgrade at 1000 pop.
