I know the question has been asked but how exactly do I get diamonds and where can I make purchases with them? I don't see any update via play store on Google to have diamonfs.

this present box will appear randomly just tap it and you will get free diamonds



And if you want to buy diamonds simply tap the diamond icon

How do I know if im playing in beta? The bottom of my game shows "beta 1.2.21" but I don't get anything like that

Go to GooglePlay, then TheoTown and on bottom of the screen there should be a Beta Tester option. Tap it, wait 5 minutes. After that, you will have a new update ready which adds diamonds, plugins etc.
