Incinerator is replaced by when I load a city

Incinerator is replaced by when I load a city
Basically, every time I reload a city, my incinerator gets replaced with a small 1x1 building. I haven't been playing for long, so I'm not sure if it is only in this city or if the problem will persist in other cities. I am running the game on a samsung s10e. I can provide any other necessary information if you need it. Thanks!
