This fence doesn't occupy tile space

Hey!
I have a couple of questions. First, how do I make this type of fence, (picture attached) and what is the code used in .json file? It doesn't take up tile space, just placed on the gridline.

Second, how do I convert an entire plugin folder into a single .plugin file?
