Make water and boats more realistic

Add water on the ramps.
Add flows of the water.
Change the energy made by hydroelectricity plants depending on the flowing speed of the water.
Make boats go from one dock to another or from docks to the border of the map.
Add navigation lock to allow boats to go to water in different height.
The developer can do all, or do some of them, but should do it from top to bottom.
