Well, if you've got the money get a gaming pc, but if you want better performance for less money get a console.
Since most game console companies only have at most three versions of a console, console games are so much more optimised, and the console (don't quote me on that) is cheaper, as they're making a loss on the system.
There's a lot more range in PCs though and if you spend a good amount you can get a RTX 3090 and run Cyberpunk at 17fps...
