Population stuck

After a month of building my dream city, my population got stuck at 1,004,887. Happiness is 100% and demand is high, residential buildings are half empty and my population is frozen. The previous day however, it was growing rapidly at 10 people per second, but then it suddenly froze. How do I fix this?

It happens to me often. It happens because people can't go to work. By adding commercial and industrial buildings, the population should start grow again.
