[ASK] My waste disposal indicator stay at 50%

Hi, I'm new here in this forum. I'm really confused why my waste disposal rating keeps staying at 50%. I've already built all the necessary buildings, but the indicator stays at 50%. Anyone here know what's wrong? Or did I download a bad plugin? I hope I can solve this problem because my OCD is kicking in.

It might be a glitch. It could happen also if you don't have many inhabitants in your city
