Remove traffic lights, Not to many intersections, use highways, look where the cars come from, use elevated roads

Have multiple ways to get to destinations, for example 2 ways to get to an industrial area from a commercial area, roads that have a lot of traffic more than likely need an interchange so build them in any 3 or 4 way intersections. Remember that every car has a destination and will take the quickest way to get there.
