1.18 beta "supply" bug

In every city I make I have a supply bug I have plenty of power water parks police amblace fire services also schools there is no reason why this would be at 50.1% and it never goes above that if I have done something wrong please say and also suggest how I can fix it if posible

Also tranport I have all my roads co converted to the tarmac ones I have plenty of bus stops but their never over 70% happy yet I have every road covers I don't see why I should need railways I have have them but that should not be the reason .

The ratings are meant this way:
0% - Meh, we're unhappy with this thing
50% - Everything is fine, but nothing special
100% - Wow, really good, we are more than just satisfied

So for now supply cannot reach 100%, nor can transport.
