radio station won't upgrade

I keep trying to upgrade the radio station. I have watched it upgrade to each level, but it still says only one upgrade was done. It shows 1 of 4 every time.

Yes, only one upgrade at a time. Each upgrade is simply to change the influence of the radio station.

I've done it in all my cities before. You aren't understanding me. It's not showing it has been upgraded.
If I did 3 out of 4 upgrades, it should say 3 of 4, not 1 of 4.
Once an upgrade is done it says, "already upgraded" in green writing.

Other buildings usually do support more than 1 upgrade, but radio stations only support one at a time

You're still not listening. One at a time. I did ONE AT A TIME. Only ONE is BEING shown even after COMPLETING the previous one! It should show 2 of 4 or 3 of 4 or 4 of 4 . It STILL shows 1 of 4 after each update!
I just updated. Again. Still not showing it was updated.

As I've mentioned, radio stations can only have one active upgrade. When you start a new upgrade, it replaces the old one. That's why it always shows 1 of 4, even after you've completed an upgrade. It represents active upgrades.

The upgrade you just finished will be labeled "Already Upgraded" and the others will show the "Upgrade" button.

You basically can't have more than one upgrade here, my friend. There's no way that building can fit so many billboards on it.

Look. I upgraded to the news. It said upgraded in green.
The next day I upgraded to fun station. It completed the upgrade but did NOT say UPGRADED it wasn't counted . Dear GOD are you people useless! I have played for YEARS! Amen I talking to five years old? This is why I don't use forums. I am almost 60 years old and there is a defect but you people are not helping. I'm done with this stupid forum.
