For anyone who doesnt know what supply is, supply is how well you keep your city supplied with electricity and water. If parts of your town lack one or both of these your supply rating will go down. Hopefully this helped someone /

If this wont be in the game what will the penalty be for having no power or water?

Maybe it should be a hidden happiness that would lower your city's happiness, causing people to leave but having your other ratings near 100% wouldnt even change the happiness until water and power is restored.
