Remove trees/deco code support for Console

How about a Console code to disable trees/decos when creating a new city/region?

Its becoming annoying for me to have lag just beacause of those annoying trees

I think Ill barely use this feauture to get rid of trees, as I willl always use them to prevent sea rock spawning. I really hate sea rocks.
