If it's Atomic City, where's the Atom?

No offense, but this is somekind of a riddly question

No I have a reason why it's name is Atomic
I have 21 city's and all of them are called Atomic P1, Atomic P2, Atomic P3...Etc
And this is the most successful city (It was called Atomic P15)
And why it's called Atomic is because I remember my teacher saying
"Everything stared as an Atom"
And if my city grows I will change the name
