1. What's the point of buying something that can produce gems when you must build it with gems anyway?

2. It is very easy to "hack" diamonds.
Its this simple:

Build a gem bank in City A.
Build another one in City B.
Build another one in City C, D, E, and so on.

After a while, there's your unlimited diamonds.
