Because during winter, buildings need heating to keep residents and workers warm so this idea must be implemented before the next winter update.

Water with Heating Pipes. Water and Sewage Pipe with a Heating Pipe (T100)

Small Coal Heating Plant. Uses coal to make heat and it's cheap but produces extremely high amounts of pollution (Rank:0,T800)
Coal Heating Plant. Same function but produces very high amounts of pollution (Rank:4,T2000)
Gas Heating Plant. Uses natural gas for heat and produces medium pollution (Rank:7,T10000)
Geothermal Heating Plant. Uses Earth's heat for heat and produces little pollution (Rank:10,T25000)

That's my idea so I wish the developer will see this.

I don't even think that we have heated pipes at all, well maybe in some hotels. There's no use for it here since temperatures can reach above 35 degrees.

No we dont have it. Its 40 degrees celsius so theres practically no use for it.

I like this idea with heating. I also got the same idea with heating but much earlier

That would be configurable depending on the map, if weather is hot, it would be a cooling system and if it is a cold weather it would be heating system or both if it is a france like climate

I suggest maps with climinates like in CS(boreal,warm,cold,...).
In winter season we should use heat systems.

All tropical countries doesn't need heating pipes because it's already warm on the surface

Same with where I'm in too except (as of posting time) it's so cold it's almost below 10 degrees
