Questions about images and copyright in the forum
Hello I had a few questions
1 if there is an image with copyright, can I show/post it in the forum? (Is it practically considered fair use?)
2 if there is an image Without Copyright and I modify it, can I post it in the forum?
3 if there is an image With copyright and I modify it, can I post it in the forum?

you should try to look around and find a description of the content to see if you are allowed to use the image freely.
If you cannot find anything in the description of the material, contact the original creator and ask for permission if denied Do not use the image.
If accepted you can use the image freely.
In case you get no response that means that you did not acquire permission to use it!

It's hard to say if it's ok exactly when I have no context whatsoever (what image, how much you modified it etc...). But here is my best guess:
1. I'm not too sure if German law has what you would think of as "fair use". There are certain limitations to copyright which you can read here. If you uploaded/showed the image pursuant to the limitations of copyright, you would still be obligated to acknowledge the source (Article 63). Even in the case of fair use (US laws) it gets murky on what that applies to specifically (especially without context). The safest thing to do would be to follow what I said in Rad's post.
2. I'm sure that's fine.
3. I guess that depends on how much is modified. From what I have read alteration is strictly prohibited (see here and here). However, if modified enough it may fall under as incidental works (Article 57) which basically means that you own the copyright.
I would be lying if I said that I read the law thoroughly enough to have an understanding (not surprisingly it's hard to read laws... and maybe a little boring). Again, I would just suggest following what I said in Rad's post to be safe.

Try to avoid copyrighted images and try to use as much as possible those without
I can modify them and if the changes are many, the modified image will have copyright

Anyways, be aware that if you do not see the Creative Commons license mentioned anywhere in the vicinity of the file, then it is unlikely to be licensed under the creative commons license and therefore it's terms do NOT apply! It is not a free ticket to do everything you please, but for things that you know are licensed under the creative commons license, then feel free to use it. That being said there is no such "the creative commons license" and even though they are similar idea-wise they have certain limitations that they may have or lack (such as being able to sell something or not). So a double-take may well be in order
Pretty much everyone should know the idea behind the creative commons license in a heartbeat, so the translation might have been a teeny tiny bit necessary.

I can use it in the area I mentioned (RP game) but not in others that are not specified and crediting the creator.
Instead about the license I found this and I got another question
Is this the license? Because I have to see if I have to provide the link. Because in effect there were two links of which one directs to this page.

If you goal is to license your own stuff then yeah - go ahead. However for derivative works (i.e. works that are based on other's works) it gets complicated very fast.
If you are unsure about whether something is allowed or not then don't do something. If you believe that nothing can go wrong, then feel free do so, but from what I garner this is not the case for you.
