Population limit change with newest beta update?

My population is over 1000 but I still can't build a doctor's office.

Do you already need it? We actually changed it to 3,000 inhabitants.

It shouldn't be a problem as long as your water pumps aren't placed in polluted area.

If the water's polluted, does the water releaser still unlocked? Or you need to fit the requirements?
