Transportation and Harbors

Hello-
I can’t seem to figure out why any spawned harbor that has a crane won’t go above 50% happiness on transportation. Anybody know why or what to address?

I think you should check if your city's cargo transportation is efficient. Harbors rely on a steady flow of goods and resources, so ensure that there are enough cargo terminals and distribution centers to handle the incoming and outgoing shipments. Address any bottlenecks or issues in your cargo transportation network.

Thank you for your response! I have tried everything I know to try. They still say it. I give up on harbors. They are too much of a pain to upkeep

Actually the happiness is always 50% for the buildings which spawn half on water. It is game mechanics
