Theotown airlines questions.

Hello!
Today I wondered something about theotown planes and I want to ask it here just out of curiosity.
In real life, airlines pay fees to an airport operator for landing, parking etc.
On the other hand, on Theotown, it's the airport operator/mayor (player) that has to pay Theons to make planes use the airport.
At this point, wouldn't it make more sense if the airlines pay the player the fee to use the airport just like in real life and not the opposite?

Well, it's more like you pay once for the plane to come and it generates revenue for you in TheoTown.
