Adjustable Spending on Services and More

Can we adjust spending on things such as supply(power and water),roads,transport,
education,emergency services,and others
Example:
more money spent on power will increase energy production
less money spent on parks will decrease their influence and so on...

Now this is a good idea, it shouldn't be too much of a difference between high spending and low spending but would be good
