Industrial help

I've joined the community only a little while ago, and I have to say I've been enjoying the game. I have lots of experience with cities skylines so I've been putting that knowledge into this game. But I still have some questions:
1: If you have one city with no industry, and have the city right next to that city full of industry, will the city with no industry be able to use the next door city full if industry. Like send trucks over through the highway to the next door city to use the industry?
