I don't think its possible to make a road with 1 lane, or restrict traffic to 1 lane in this game.

It's possible to restrict traffic to one lane. The problems are:
1. It has to be one way using the current system.
2. The lane cannot be centered in the tile presenting graphical problems of drawing the vehicles using it. ( they will be one side or the other depending on the direction the road is built in ).

To create a 1 lane road:
1) Take a one-way road texture.
2) Delete any lane along the white line on the middle.

One way road can be usefull for trains but i don't think for cars in TheoTown
