On every mode, our old cities are not ready for this. My city are on hard mode, high price only by education and road, citizen unhappy by tax all others are almost 100%, but your city are in (-) budget, you cant get more money from taxes, because all are already unhappy now. This math can be for new mode extra hard because when you building new city its not soo big problem
