How do residential/commercial areas connect to roads?

If I designate an area as residential, it automatically creates a road if there isn't one next to it. I assume each residential/commercial area needs at least 1 road next to it?

What happens if I designate a 3x3 area as residential? Does the block in the middle have access to a road? Or will residents complain about no transport?
